The project is located in the beautiful Lingling District. It was formerly known as Quanling, and later renamed Lingling. It is the original county-level Yongzhou City. It is now a district under the jurisdiction of Yongzhou City. It is one of the two urban areas of Yongzhou City. Lingling District is located in southern Hunan Province, bordering Lengshuitan District in the north, Qiyang County in the east, Shuangpai County in the south, Dong'an County in the west, and Quanzhou County in Guangxi.

Lingling District governs 4 subdistrict offices, 8 towns, and 4 townships, covering 1986 square kilometers and 614 thousand people (2013). In 2013, Lingling District achieved a local GDP of 15.97 billion yuan, a year-on-year increase of 9.3%.

Lingling is an ancient civilized city with a history of more than two thousand years and one of the four famous historical and cultural cities in Hunan. According to historical records, about five thousand years ago, Lingling belonged to the Yandi sphere of influence. At the end of primitive society, it belonged to the south of the Sanmiao Kingdom.

Lingling District is rich in tourism resources. Among them are the Liuzi Temple, a national key cultural relics protection unit built to commemorate famous writers, and the Eight Scenic Spots of Yongzhou.
